Allow skipping of quiz questions and record grade too?

Is there a way to allow students to skip quiz questions, such as setting them as non-mandatory survey questions but still record the answer or grade? The quiz question interface does not allow this setting for me. I need to be able to allow students to skip questions but need results too--either recorded answers or points.

Only 'survey' questions can be skipped (non-mandatory survey questions). There is no possibility to set points for them.
