is there a way to "throttle" emails sent via the Joomla LMS mass mail function to 250 every, say 30 minutes, rather than them all blast out together?

my server imposes strict limits on outbound emails - so it's "blocking" my attempts to use this function.

The mail function is not exactly the strongest point of JoomlaLMS.... I would recommend using a mail tool like Acajoom and autoregistering students to the newsletter.
