Problems with free subscription on LMS

I selected free subscription but if a new user comes on he still goes to a page that says they need to accept conditions. I can not find this page to modify it.

I want anyone registered to go into a course without being badgered by this menu, but do not know how to find or modify it.

Also, I have found that if someone has ever used the LMS before this menu does not come up. If you delete someone, they still do not get this menu when they log in. Very confusing.

Are some of the menus in the main site and not on the LMS? Our software guy is not here anymore and I am trying to figure this out.

BE -> JLMS -> Config -> payments -> “Enable terms and conditions …” – this property affects free enrollments as well.

Are you sure? Can you please provide some details? (the menu doesn't disappear normally)
