If I purchase this LMS solution, can you also have a Site Forum using Vbulletin, as you do on this site?

We provide our component without any Forum sources. SMF forum you should install manually and then configure SMF-LMS integration in Joomla Back-End.
Vbulletin is a commercial solution, we haven’t rights to distribute it. But if you wish, we can help you to integrate this forum to Joomla as on our site.
