Course creating is only at the FronEnd. Only teachers can create courses.

A registered user can mean two things in the context of JoomlaLMS - so I thought I'd elaborate on Den's answer.

The person can be registered to Joomla
This does not give him any options within the LMS

The person can be registered to JoomlaLMS - i.e. subscribed to one course (or more)
In that case he can use the course, but not create or manage any courses

To manage or create new courses you have to set the user to teacher status at backend
and THEN as Den described this registered user can create and manage his or her own
courses (meaning: he or she cannot manage any other courses - unless rights are set at
backend).

This is of course an important security measure. You don't necessarily want your students to mutate to teachers and decide on their learning content ;-)
