setting register_globals

I have installed JoomlaLMS but the helper.php says that "register-globals" is "on" instaed of "off" (www.managingprograms.com/joomlalms_helper.php)

I checked the php.ini file in the ftp root(www.managingprograms.com)
The register_globals is set to Off only.

I don't know why my server is unable to read the correct value.

I've requested support from the hosting partner and they say me that you forgot to rename 'htaccess.txt' to '.htaccess'. They have already do it for you.

Maybe we should have a document with instruction on what needs to be done upon buying the hosting package
