Intergration and function quiery

I need to create a system that allows for creating a 3 tier user system to complete online surveys. I need to create a super administrator from the backend who could then create managers from the front end who then have the ability to add users. These managers would also need to be allocated licenses which restrict the number of users they can add.

I have watched the tutorials but are still unclear if this function is available with LMS.
I also thought this may be accomplished by intergrating with CB and Advanced Profile Control.

I would appreciate any advice or feedback

Which functions are allowed for managers? Who will maintain course materials?
Currently, there is no any restrictions for users for number of their learners.

Which possibilities do you need frm CB integration. JoomlaLMS doesn't have user profiles, it uses profiles from Joomla or CB (if installed).
